Summary0001921: When starting new download on same domain, Chrono not follow domain limits
DescriptionI have set limit 3 download per domain and 8 total.

Assume I had to download 20 URLs from one server. When I start download it will create 8 concurrent downloads from this domain and 12 more will be scheduled. On icon I see it as "8+", when one download is done, it become "7+", then it go down to "3+" and only then when there less, than 3 downloads it will start new one.

While it work as intended at second part, it does not work properly when you schedule downloads.

Chrono should limit number of concurrent downloads according to setting per domain
